Below is general information about the type of work pass required of foreigners who wish to work in Singapore.

1:  Work Permit

Unskilled or semi-skilled foreign workers who wish to work in Singapore must apply for Work Permits in accordance with the Employment of Foreign Workers Act. Work Permits are generally issued according to industrial sectors such as the construction, non-construction and domestic sectors.

Type 2:  S Pass

S Pass is a new category of work pass which replaced the Q2 pass with effect from 1 July 2004.  The S pass met Singapore industries' needs for middle-level skilled manpower (especially workers and technicians),  which was a gap in the Singapore work pass framework.

To qualify for the S Pass,  applicants must command a minimum monthly basic salary of  S$1800.  The validity of the S Pass is 2 years in the first instance and 3 years upon renewal.

Type 3: Employment Pass

Foreign professionals, managers, executives, specialists or entrepreneurs who wish to work in Singapore should apply for an Employment Pass. 

P Pass
For foreigners who hold acceptable degrees, professional qualifications or specialist skills and are seeking professional, administrative, executive or managerial jobs.
  • P1 Pass will be issued if the applicant's basic monthly salary is more than S$7,000.
  • P2 Pass will be issued if the applicant's basic monthly salary is more than S$3,500 and up to S$7,000.
Q1 Pass
For foreigners whose basic monthly salary is more than S$2,500 and who possess acceptable degrees, professional qualifications or specialist skills.

S Pass
(S Pass is a new category of work pass which replaced the Q2 Pass with effect from 1 July 2004)

For foreigners whose basic monthly salary is at least S$1,800. Applicants for S Pass will be assessed on a points system, taking into account multiple criteria including salary, education qualifications, skills, job type and work experience. 

Short-Term Employment Pass (STEP)

Short-Term Employment Pass is for foreigners who wish to work in Singapore for a specific project or assignment up to a maximum of one month. The pass is  issued on a one-time and strictly non-renewal basis.

You may apply for Short-Term Employment Pass if you earn a basic monthly salary above S$2,500 and hold acceptable tertiary / professional qualifications.


Training Visit Pass (TVP)

Training Visit Pass is for foreigners who want to undergo practical training attachment in Singapore.

To apply,  you must command a basic monthly income which exceeds S$2,500 and / or holds acceptable tertiary / professional qualifications.

If you do not meet the monthly basic salary and / or acceptable tertiary / professional qualifications requirements, your prospective employer may wish to apply for a Work Permit for Foreign Trainee if the training period is six months or less.

EntrePass  (Employment Pass for Entrepreneurs)

Foreigners who are entrepreneurs ready to start a new company / business and will be actively involved in the operation of the company / business in Singapore,  can apply for an Employment Pass under the EntrePass scheme.

Foreigners who are already existing shareholders / partners in a Singapore registered company / business but are not actively involved in the operation of the company / business,  may also apply for an Employment Pass under the EntrePass Scheme if they wish to be actively involved in the operation of the company / business.
